A shocking report arrived at our editorial office, revealing how a faceless bureaucrat has the power to decide which party enters parliament and which stays below the threshold. The individual in charge of the electoral process is Ivaylo Filipov, the head of “Information Services”, who has been the “eternal director”, starting his career during GERB’s time but flourishing under his mentors from “We Continue the Change”.

According to our sources, Filipov managed to break the system by distributing mandates and deciding which MP from which region would get in. Observers claim the manipulation occurred primarily through invalid ballots and the “none of the above” votes. He allegedly devised a scheme to transfer these seemingly useless ballots to the “right” party, which has consistently been “Change” since 2021.

A curious incident from the October 2022 vote, recounted by an eyewitness, indicates that Filipov entered one of the polling stations around noon and told the ITN representatives, “You were close to getting in, but not this time.” Initially, his words were not taken seriously by the polling station members, as there were almost six hours left until the end of the election day. However, by the end of the evening, Slavi’s people were left stunned, as Filipov’s prediction came true. It became evident that his “Information Services” had found a way to circumvent the rules for fair elections and adjust the results in favor of anyone who guaranteed a “bag of cash” for the unchangeable boss.

The next ones affected by Filipov’s self-governance were the “Vazrazhdane” party, which again in the fall of 2022 realized that nearly 3 percent of their supporters' votes were illegally taken away. This equates to over 50,000 votes, and that’s with low voter turnout, remind those familiar with the situation.

Ivaylo Filipov has headed “Information Services” since 2015. At the end of 2019, the company, which is 99.9% state-owned, was included in the Electronic Governance Act (ZEU) as a national system integrator and the sole service provider for several institutions, including the Ministry of the Interior, the Ministry of Health, the National Revenue Agency, and others. “Information Services” develops several key systems such as the National Health Information System (NZIS) and the Electronic Information System of the Courts (EISS).

How much cash flows through the public procurements signed off by Filipov, what percentage he allegedly demands back from the selected firms, and whether Bulgaria risks ending up at the center of an international scandal due to his self-governance – expect shocking facts in the next part of our investigation.
